The show is about a future Japan where everyone gets a rating based on how likely they are to commit a crime in that moment. If this number exceeds a certain value they are arrested as latent criminals. As you can imagine, the system is not perfect. The primary antagonist of the first season cannot be so described even though he commits horrible crimes. It is the job of the inspectors and enforcers to enforce the will of the system, so there conflict with this antagonist becomes rather engaging rather quickly. I have learned four new terms from watching Psycho pass, the first being 猟犬、the word for hunting dog.
